School Safety
The Monroe-Woodbury Central School District is committed to providing a safe, secure environment in which students may grow and learn. There is nothing more important than the safety of students, staff and school visitors.
Our team of 12 full-time school safety officers is supplemented by more than 30 retired police officers, correction officers and military service members. The team works closely with federal, state, county and local police and fire agencies, municipal officials and community organizations to as part of Community Awareness Emergency Response (CAER) initiative, which is organized by the school district.
Key safety initiatives:
Anonymous Alerts
The Anonymous Alerts system is designed to resolve conflicts before they become safety issues. By simply clicking a link provided on all school websites, students, staff, families and community members can instantly and anonymously report a concern. Reports can range from bullying or unusual behaviors to mental or emotional wellness or threats against a school. Anonymous Alerts are monitored by school administration and immediate assistance can be provided if necessary.
School Resource Officers
The district has established full-time School Resource Officer coverage at all seven school buildings.
RAPTOR Visitor Management System
All M-W schools are equipped with the web based RAPTOR Visitor System to validate the identification of all visitors who enter school buildings.
Video Surveillance
The district utilizes cameras in key locations throughout the district. Local law enforcement has access to these cameras to allow them to continually monitor happenings within district buildings.
Crisis Teams
There are district team members trained in crisis management, supported by social workers, psychologists, nurses, counselors, guidance staff and members of the Orange County crisis team, as need

Emergency Situations: Protective Actions and Recommended Parental Responses
The District, as well as each school building, maintains school safety plans, which detail response procedures for possible emergencies. The protocol for emergency response varies based on individual circumstances. When conditions warrant an emergency response, local law enforcement collaborates with district and building administration to determine the most appropriate response based on the knowledge at hand and under the circumstances.
Shelter in Place
This procedure is used to keep students, faculty and staff safe within the building. All staff and students are to immediately move out of the hallways and into classrooms, and will remain in those locations until the situation has resolved. Law enforcement will dictate subsequent actions until the situation has been resolved.
Hold in Place
This procedure is used to limit the movement of students and staff within the building while dealing with short term emergencies. Students, faculty and staff will move out of the hallways and into classrooms until the situation has resolved.
Evacuate
This procedure is used to evacuate students, faculty and staff from the building in the event of a serious situation. Students, faculty and staff will evacuate to the designated assembly area and await further instructions. In the event that the building is evacuated (e.g. fire) and is not cleared for re-entry, all students and staff will be directed to an alternative evacuation site as directed by District administration and/or law enforcement.
Lockout
This procedure curtails outside activity (e.g. Physical Education classes, recess) and access to the campus is limited. The normal school day will continue within the building. Building lockout is commonly used for reasons ranging from the presence of bears or other animals to weather emergencies.
Lockdown
This procedure indicates that a serious situation exists within the building and that all staff and students are to immediately move out of the hallways and into classrooms. Students, faculty and staff will move to a safe area of the classroom and await further instructions from law enforcement personnel.
Controlled access to the building is extended to the campus perimeter.
Law enforcement will dictate subsequent actions until the situation has been assessed and resolved.
Recommended Parental Responses
Parents and guardians should be aware that the district will keep families informed utilizing the emergency communication channels in SchoolMessenger. Unless the campus is determined to be safe:
Students will not be released from school.
Parents should not attempt to pick up their children nor should they be present at the school.
Parents should not call the school.
Parents should monitor local radio stations and the Monroe-Woodbury website and social media for information.
